The Mt. Juliet Board of Commissioners Monday deferred action on a project called Greenhill Commercial.
The proposed planned unit development near Lebanon Road will feature two retail outlets, two daycare centers, two restaurants including Chick-Fil-A, a Wawa gas station, offices, a car wash and a bank.
Civil Site Design Group, a Nashville-based civil engineering group, will develop the project on eight acres south of Mt. Juliet’s newest fire station.
The group estimated Greenhill Commercial would be complete by 2026.
Last March, the city commission approved the development on first reading.
During Monday’s meeting, District 3 Commissioner Scott Hefner suggested the city commission send the ordinance back to the planning commission so they could review the development at their next meeting May 16.
Jake R. Porter, an associate for Civil Site Design Group, said the planning commission supported allowing developers to use 65% masonry and stone and 35% secondary materials to build Greenhill Commercial as long as they remove the masonry requirement for the fuel canopy fascia at the Wawa station.
Porter suggested the city commission support these waivers for the project, and they agreed to include them in the ordinance.
Planning commission member Preston George also shared his concerns.
“We didn’t have a traffic study, and the project actually came to the city commission on first reading without one,†George said.
He said they were able to get the traffic study during last Thursday’s planning commission meeting.
George said the city commission needs to slow down before taking Greenhill Commercial into consideration.
“Let the planning commission see this one more time with a traffic study, and do this the right way like we do with every other project,†George said.
Mt. Juliet City Attorney Gino Marchetti said if Greenhill Commercial comes back to the planning commission, they can’t amend their previous positive recommendation on the development.
District 1 Commissioner Ray Justice said he did not want to see the project get rejected due to its timeframe.
“We’ve got an opportunity to get something in the north end of our town that we’ve not seen before,†Justice said.
Hefner said the planning commission had considered deferring Greenhill Commercial when they reviewed the development last February.
“If we had deferred this project until May, then the city commission would not be voting on it until the end of June,†said Hefner.
He said it was his fault for not taking the time constraints seriously.
Mt. Juliet Engineering Director Shane Shamanur said they received the traffic study last Wednesday.
He wanted to make sure it would be included into the development.
The city commission agreed to include the traffic study into the ordinance.
Maness said the biggest setback for Greenhill Commercial were the gas pumps.
“A lot of this debate and stuff is at the expense of two gas pumps,†said Maness.
